खरीफ विपणन वर्ष 2025-26 के अंतर्गत प्रदेश के किसानों से समर्थन मूल्य पर धान उपार्जन का शुभारंभ किया गया। उपार्जन केन्द्रों में धान बेचने आए किसानों का स्वागत तिलक एवं पुष्प भेंट कर आत्मीयता से किया गया। खरीदी केन्द्रों का माहौल आज उत्सव और गहमा–गहमी से भरा दिखाई दिया। मौके पर उपस्थित किसानों के चेहरे पर उत्साह, संतोष और शासन के प्रति आभार स्पष्ट रूप से परिलक्षित हुआ। विभिन्न जिलों में जनप्रतिनिधियों की उपस्थिति में कांटा- बांट एवं धान की पूजा-अर्चना कर तौल प्रक्रिया का विधिवत आरंभ किया गया।

प्रदेश में आज कुल 195 उपार्जन केन्द्रों में 19464 क्विंटल धान का उपार्जन किसानों से किया गया। शासन द्वारा राज्य के 2,739 उपार्जन केन्द्रों में खरीदी संचालन के लिए सभी आवश्यक व्यवस्थाएँ पूर्ण कर ली गई हैं। उल्लेखनीय है कि सहकारी समितियों के कर्मचारियों द्वारा आंशिक रूप से अवैध हड़ताल पर जाने से उपार्जन प्रभावित होने की संभावना उत्पन्न हुई थी, जिसे शासन के निर्देश पर विपणन संघ द्वारा आउटसोर्सिंग के माध्यम से 2,739 डेटा एंट्री ऑपरेटरों की व्यवस्था कर सुचारू रूप से धान उपार्जन सुनिश्चित किया गया। कई जिलों में सहकारिता विभाग के कर्मचारियों ने भी धान उपार्जन की जिम्मेदारी का निर्वहन करते हुए खरीदी कार्य को निरंतर बनाए रखा।

शासन द्वारा धान खरीदी में संलग्न कर्मचारियों को अत्यावश्यक सेवा संधारण तथा विच्छिन्नता निवारण अधिनियम 1979 (ESMA) के तहत अधिसूचित कर तत्काल प्रभाव से लागू कर दिया गया है, जिससे उपार्जन प्रक्रिया निर्बाध रूप से संचालित रहे।

इस वर्ष धान उपार्जन को अधिक व्यवस्थित, पारदर्शी एवं किसान–उन्मुख बनाने के लिए उपार्जन केन्द्रों में ऑनलाइन टोकन एवं तुंहर टोकन प्रणाली को व्यापक रूप से लागू किया गया है। आज प्रदेश में जारी हुए कुल 2,029 टोकन में से 1,912 किसानों द्वारा तुंहर टोकन के माध्यम से आवेदन किया गया। इसके अतिरिक्त, किसान समिति स्तर पर भी टोकन हेतु आवेदन कर सकते हैं। लघु एवं सीमांत किसानों को अधिकतम 02 टोकन, तथा दीर्घ किसानों को अधिकतम 03 टोकन की सुविधा प्रदान की गई है।

किसानों के विश्राम हेतु छाया, पीने के पानी तथा अन्य मूलभूत सुविधाओं की व्यवस्था सभी उपार्जन केन्द्रों में उपलब्ध कराई गई है। जिला अधिकारियों को किसानों की सुविधा और खरीदी संचालन से संबंधित आवश्यक प्रबंध सुनिश्चित करने के निर्देश दिए गए हैं। प्रत्येक उपार्जन केन्द्र में केंद्र प्रभारी के अतिरिक्त नोडल अधिकारी की भी ड्यूटी लगाई गई है, जिनके नाम और फोन नंबर केन्द्रों में प्रदर्शित कर दिए गए हैं। किसी भी प्रकार की असुविधा की स्थिति में किसान नोडल अधिकारी से तुरंत संपर्क कर सकते हैं, और समस्याओं का समाधान तत्काल किया जा रहा है। इसके साथ ही प्रदेश स्तर पर हेल्पलाइन 1800 233 3663 के माध्यम से भी शिकायतें एवं जानकारी उपलब्ध कराई जा रही है।

इस वर्ष धान खरीदी पूर्णतः आधार-आधारित है, जिसके अंतर्गत किसानों को बायोमेट्रिक पहचान के माध्यम से धान विक्रय करने की सुविधा दी गई है। प्रक्रिया को अधिक दक्ष एवं पारदर्शी बनाने के उद्देश्य से खाद्य विभाग द्वारा राज्य स्तरीय उड़नदस्ते गठित किए गए हैं, जो सतत् औचक निरीक्षण करते हुए उपार्जन में संभावित अनियमितताओं पर नियंत्रण रखेंगे तथा किसी भी प्रकार की अनियमितता पाए जाने पर कड़ी कार्रवाई सुनिश्चित करेंगे।

सभी उपार्जन केन्द्रों में स्थानीय स्तर पर निगरानी समितियों का गठन किया गया है तथा पीने के पानी, प्रसाधन, प्राथमिक उपचार पेटी आदि की व्यवस्थाएँ सुचारू रूप से उपलब्ध हैं। धान की तौल इलेक्ट्रॉनिक तौल मशीनों से की जा रही है, ताकि किसानों को उनके हर एक दाने का उचित मूल्य मिल सके।

उल्लेखनीय है कि मुख्यमंत्री श्री विष्णु देव साय ने सभी कलेक्टरों एवं धान उपार्जन से संबंधित अधिकारियों को स्पष्ट निर्देश दिए हैं कि किसानों की सुविधा को सर्वोच्च प्राथमिकता देते हुए उपार्जन कार्य को व्यवस्थित, समयबद्ध और पारदर्शी रूप से संचालित किया जाए।

Under the Kharif marketing year 2025–26, the state has officially begun procuring paddy from farmers at the support price. Farmers arriving at procurement centres were welcomed with tilak and flowers. The centres witnessed enthusiasm and high activity throughout the day, with satisfaction and gratitude clearly visible on the faces of farmers. In several districts, local public representatives initiated the weighing process by performing traditional rituals involving the worship of weighing scales and paddy.

On the first day, a total of 19464 quintals of paddy was procured from farmers across 195 procurement centres in the state. The government has completed all necessary arrangements to ensure smooth procurement operations at 2,739 centres. It is noteworthy that the partial illegal strike by cooperative society employees created a possibility of disruption; however, as per government instructions, the Marketing Federation ensured uninterrupted procurement by appointing 2,739 data entry operators through outsourcing. In several districts, employees of the Cooperation Department continued to perform their duties to ensure the procurement process remained operational.

Employees involved in paddy procurement have been notified under the Essential Services Maintenance Act (ESMA) 1979, and the directive has taken effect immediately to ensure the procurement process remains uninterrupted.

To make this year’s procurement more organised, transparent and farmer-centric, online token and Tunhar Token systems have been widely implemented across procurement centres. Out of the 2,029 tokens issued today, 1,912 were generated through the Tunhar Token app. Farmers may also apply for tokens at the committee level. Small and marginal farmers are eligible for up to two tokens, while large farmers may be eligible for up to three tokens.

Shade, drinking water, and other basic facilities have been arranged at all procurement centres for the comfort of farmers. District officials have been instructed to ensure that all necessary arrangements related to farmer convenience and procurement operations are in place. Along with each centre's in-charge, a nodal officer has also been deployed; their names and contact numbers have been displayed at the centres. Farmers may immediately contact the nodal officer in case of any difficulty, and issues are being resolved promptly. A state-level helpline, 1800-233-3663, is also available for complaints and information.

This year, paddy procurement is fully Aadhaar-based, enabling farmers to sell their paddy through biometric authentication. To strengthen efficiency and transparency, the Food Department has established state-level flying squads for regular surprise inspections to prevent irregularities. Strict action will be taken wherever discrepancies are found.

Monitoring committees have been formed at all local procurement centres, and facilities such as drinking water, sanitation and first-aid kits have been properly arranged. Electronic weighing machines are being used to ensure farmers receive the fair value of every grain they bring.

Chief Minister Shri Vishnu Deo Sai has issued clear instructions to all collectors and procurement officials, stating that the convenience of farmers must remain the top priority. He directed that the procurement process must be conducted in an organised, time-bound and transparent manner across the state.
