The Annual Status of Education Report (ASER) - 2022  was released on Friday by School Education Minister Dr. Premsai Singh Tekam from his residence office. He said that COVID has adversely impacted the learning process of children in various states. In Chhattisgarh, the school education department and teachers have worked hard to avert the occurred situation of learning hindrances for students during the COVID period. The departments will work unitedly in the direction of bringing them to a better condition soon.


In Chhattisgarh, ASER surveyed 64 thousand 131 children in the age group of 3 to 16 years by visiting 33 thousand 330 houses in 1679 villages of 28 districts. Data on the enrollment of children in pre-primary schools in rural areas were collected. Children aged 5-16 years were evaluated for comprehension skills in reading, maths, and English.


School Education Minister Dr. Premsai Singh Tekam released the impact report and shared it with all the districts. He directed to take follow-up action in the districts based on it. He also said that the mothers have played an important role by participating in 'Angana Ma Shiksha' program. This year's summer, this program will be enhanced by raising its level further by taking the responsibility of teaching and learning community-wise. By the end of April, the children will be given basic education for the coming two months after preparing the community for this work. Minister Dr. Tekam said that repair work will be done in all the schools under the 'Mukhyamantri Jatan Yojana' so that the children get an attractive environment to study in the school in the new session. He said that as per the intention of Chief Minister Mr. Bhupesh Baghel, the level of education has improved due to the opening of 'Balwadi' and the learning in local languages. District-level officers have been given online training on multilingual education to work in the local language. Chhattisgarh is the first state, where the initiative has been taken to do 'corrective work' on the basis of a linguistic survey to give education in the local language. Further work has started in 200 schools of Bastar under this project.


The first survey ASER Chhattisgarh - 2021 was conducted in October-November when schools were about to re-open after several months of closure due to the pandemic. The report gave important data on the learning loss due to the closing of schools. ASER Chhattisgarh - 2022 returned in November 2022 to evaluate the status of school education and the basic competence of children after nearly a year of 'catch-up' activities. The evidence from this can help to understand how successful learning recovery has been so far and what kind of support will be needed in an ongoing process.


Based on the report of ASER, in terms of improvement in the learning level of children after COVID, Chhattisgarh has made good progress in various indicators as compared to other states. Chhattisgarh's government schools rank seventh in the country in terms of enrollment of children. The average enrollment in government schools is 72.9 percent at the national level, while Chhattisgarh has 81.6 percent. Chhattisgarh's private schools rank fifth in the country in terms of enrollment share of children. While the national average of private school enrollment is 25.1 percent only, Chhattisgarh has 16.4 percent.  This means that a large number of children in the state attend government schools. In Chhattisgarh, the tendency of parents to send their children to paid private tuition is very low and the state ranks second in terms of paid private tuition. The percentage of children going to paid private tuition in Chhattisgarh is 5.2 percent, while at the national level, this percentage is 30.5.



According to ASER - 2022 report, Chhattisgarh is ranked 14th in terms of loss in the learning of reading skills of children in class 3. The loss of reading skills in class 3 due to the COVID lockdown is 4.3 percent, while the percentage at the national level is 4.6. Chhattisgarh ranks 12th in terms of learning loss in mathematical skills of Class 3 children. The state did not show any difference in the learning of maths skills of class 3 due to the COVID lockdown, while at the national level, this loss is 0.7 percent.


Chhattisgarh ranks 10th in terms of learning loss in children's reading skills in class V. There was a loss of 4.4 percent in learning due to the COVID lockdown, while at the national level, this loss is 5.7 percent. Chhattisgarh ranks 13th in terms of learning loss in children's mathematical skills in class V. The loss of learning due to the lockdown was 3.3 percent, compared to 4.4 percent at the national level.


Chhattisgarh ranks 6th in the level of learning of children in reading skills in class VIII. Despite the COVID lockdown, there was an increase of 4.1 percent in learning, while the loss at the national level is 2.8 percent. It ranks second in terms of the level of learning of children's math skills in class VIII. Despite the COVID lockdown, there has been an increase of 10.6 percent in learning, whereas, at the national level, this increase is only 1.8 percent.
