The Centre for Law and Indigenous Studies (CLIS) at Hidayatullah National Law University (HNLU), Raipur, has achieved a significant academic milestone with the release of a book on tribal customary laws. Titled “Tribes of Chhattisgarh: Law and Lives”, the book presents an in-depth study of the customs, traditions, and socio-legal practices of Chhattisgarh’s tribal communities.

The launch ceremony was graced by Justice Arup Kumar Goswami, Chairperson of the Assam Human Rights Commission and Distinguished Jurist Professor at HNLU, as the Chief Guest. HNLU Vice-Chancellor Prof. (Dr.) V.C. Vivekanandan, along with the Registrar, faculty members, and students, was also present.

In his address, Vice-Chancellor Prof. Vivekanandan said the book reflects HNLU’s vision of documenting and preserving tribal customary laws. “These laws are important not only for academic discourse but also for safeguarding the cultural identity and legal heritage of indigenous peoples,” he remarked.

Justice Goswami commended the initiative, describing the study as “a valuable contribution to the national dialogue on legal pluralism and indigenous rights, underlining the need to balance constitutional protections with respect for tribal identities.”

The book has been authored by Dr. Ayan Hazra, faculty member at HNLU, with ninth-semester student Anas Khan contributing as co-author. A distinctive feature of the project was the active participation of HNLU’s Scheduled Tribe students. Belonging to diverse tribal communities across Chhattisgarh, they enriched the work through fieldwork, data collection, and personal experiences, making the book not only an academic study but also a reflection of the community’s authentic voice.

The book offers detailed insights into tribal customary laws on marriage, inheritance, property, land use, and dispute resolution. It also examines the evolving relationship between constitutional principles and indigenous systems, particularly in the areas of gender rights, land alienation, and justice delivery.

The book is expected to serve as a valuable resource for academics, policymakers, and social activists working in the fields of indigenous rights and legal pluralism.

एचएनएलयू में ‘ट्राइब्स ऑफ छत्तीसगढ़: लॉ एंड लाइव्स’ पुस्तक का विमोचन

हिदायतुल्लाह राष्ट्रीय विधि विश्वविद्यालय (एचएनएलयू) के सेंटर फॉर लॉ एंड इंडिजिनस स्टडीज़ (सीएलआईएस) ने जनजातीय कस्टमरी लॉज़ पर एक महत्वपूर्ण अकादमिक योगदान दर्ज किया है। विश्वविद्यालय में आयोजित समारोह में “ट्राइब्स ऑफ छत्तीसगढ़: लॉ एंड लाइव्स” नामक पुस्तक का विमोचन किया गया। यह पुस्तक छत्तीसगढ़ की जनजातीय समुदायों के रीति-रिवाजों, परंपराओं और सामाजिक-वैधानिक प्रक्रियाओं का विस्तृत अध्ययन प्रस्तुत करती है।

विमोचन समारोह में न्यायमूर्ति अरूप कुमार गोस्वामी, चेयरपर्सन, असम मानवाधिकार आयोग एवं एचएनएलयू के डिस्टिंग्विश्ड ज्यूरिस्ट प्रोफेसर, मुख्य अतिथि के रूप में उपस्थित रहे। इस अवसर पर एचएनएलयू के कुलपति प्रो. (डॉ.) वी.सी. विवेकानंदन, रजिस्ट्रार, फैकल्टी सदस्य और विद्यार्थी भी शामिल हुए।

कुलपति प्रो. (डॉ.) विवेकानंदन ने अपने उद्बोधन में कहा कि यह पुस्तक विश्वविद्यालय की उस दृष्टि का हिस्सा है, जिसका उद्देश्य जनजातीय कस्टमरी लॉज़ को दस्तावेज़ित करना और संरक्षित रखना है। उन्होंने कहा, “ये कानून केवल शैक्षिक विमर्श के लिए ही नहीं, बल्कि आदिवासी समुदायों की सांस्कृतिक पहचान और कानूनी धरोहर की रक्षा के लिए भी महत्वपूर्ण हैं।”

न्यायमूर्ति गोस्वामी ने इस पहल की सराहना करते हुए कहा कि यह अध्ययन “लीगल प्लुरलिज़्म और इंडिजिनस राइट्स पर राष्ट्रीय संवाद में एक सार्थक योगदान है, जो संवैधानिक संरक्षण और जनजातीय पहचान के सम्मान के बीच संतुलन की आवश्यकता को रेखांकित करता है।”

इस पुस्तक के लेखक एचएनएलयू के फैकल्टी डॉ. अयन हज़रा हैं, जबकि 9वें सेमेस्टर के छात्र अनस खान ने सह-लेखक के रूप में योगदान दिया। पुस्तक की विशेषता यह रही कि इसमें विश्वविद्यालय के शेड्यूल्ड ट्राइब विद्यार्थियों की सक्रिय भागीदारी रही। विभिन्न जनजातियों से आने वाले इन विद्यार्थियों ने फील्डवर्क, डेटा कलेक्शन और अपने अनुभवों से पुस्तक की सामग्री को समृद्ध किया।

“ट्राइब्स ऑफ छत्तीसगढ़: लॉ एंड लाइव्स” में विवाह, उत्तराधिकार, संपत्ति, भूमि उपयोग और विवाद समाधान जैसे विषयों पर गहन शोध प्रस्तुत किया गया है। साथ ही यह पुस्तक संविधान के सिद्धांतों और पारंपरिक आदिवासी प्रणालियों के बीच बदलते संबंधों का विश्लेषण भी करती है, विशेषकर जेंडर राइट्स, भूमि हस्तांतरण और न्याय वितरण के संदर्भ में।

यह पुस्तक अकादमिक जगत, नीति-निर्माताओं और सामाजिक कार्यकर्ताओं के लिए एक मूल्यवान संसाधन साबित होगी, जो आदिवासी अधिकारों और लीगल प्लुरलिज़्म के क्षेत्र में कार्य कर रहे हैं।
