In a significant allocation aimed at boosting rural infrastructure in tribal regions, the Government of India has sanctioned ₹259 crore to Chhattisgarh under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) for the financial year 2025–26. The sanction, issued by the Ministry of Rural Development, marks another push towards improving last-mile connectivity and strengthening road networks in the state’s remote and underserved areas.

The Ministry’s Rural Connectivity Division issued the sanction order to the Pay and Accounts Officer on 25 September. Termed as a “Mother Sanction,” the fund release has been structured in line with the Ministry of Finance’s “Just-in-Time” protocol for Centrally Sponsored Schemes, routed through the Single Nodal Agency (SNA) SPARSH model. The sanction has been uploaded on the Public Financial Management System (PFMS) for utilization against actual expenditure incurred by the state during the current financial year.

As per the guidelines, multiple mother sanctions may be issued depending on the pace of work and fund requirements, though only one sanction remains active on the system at any given time, with balances carried forward.

The ₹259 crore sanction is linked to the ongoing project phases under PM-JANMAN. Earlier releases included ₹126.70 crore sanctioned in March 2024, ₹180 crore released in March 2025, and a token ₹1 crore released in May 2025. With this latest approval, the cumulative central assistance to Chhattisgarh for rural connectivity under PM-JANMAN has crossed the ₹500 crore mark.

The Ministry has directed the Chhattisgarh government to expedite fund utilization strictly in accordance with scheme norms and comply with the Ministry of Finance’s directives that mandate closure of all SNA accounts and return of any unspent central balances to the Consolidated Fund of India, and unspent state balances to the Consolidated Fund of the State.

The Ministry emphasized that this sanction, approved with the concurrence of the Integrated Finance Division, is expected to significantly strengthen connectivity infrastructure in tribal areas of Chhattisgarh, bringing vital socio-economic benefits to vulnerable communities.

आदिवासी अंचलों में ग्रामीण अवसंरचना को सुदृढ़ करने के उद्देश्य से भारत सरकार ने वित्तीय वर्ष 2025–26 के लिए प्रधानमंत्री जनजाति आदिवासी न्याय महाअभियान (पीएम-जनमन) के अंतर्गत छत्तीसगढ़ को 259 करोड़ रुपये की स्वीकृति प्रदान की है। ग्रामीण विकास मंत्रालय द्वारा जारी यह स्वीकृति आदेश राज्य के दूरस्थ और सेवाओं से वंचित क्षेत्रों में अंतिम छोर तक संपर्क सुविधा को बेहतर बनाने और सड़क नेटवर्क को मजबूत करने की दिशा में एक अहम कदम है।

ग्रामीण संपर्क प्रभाग ने 25 सितंबर को यह स्वीकृति आदेश लेखा एवं भुगतान अधिकारी को जारी किया। इसे “मदर सैंक्शन” कहा गया है। निधि आवंटन वित्त मंत्रालय की जस्ट-इन-टाइम प्रोटोकॉल व्यवस्था के अनुरूप किया गया है और इसे सिंगल नोडल एजेंसी (SNA) स्पर्श मॉडल के जरिए संचालित किया जाएगा। यह स्वीकृति आदेश पब्लिक फाइनेंशियल मैनेजमेंट सिस्टम (PFMS) पर अपलोड किया गया है, ताकि राज्य सरकार वर्तमान वित्तीय वर्ष में हुए वास्तविक व्यय के आधार पर इसका उपयोग कर सके।

निर्देशों के अनुसार, कार्य की प्रगति और आवश्यकता के अनुसार एक से अधिक मदर सैंक्शन जारी किए जा सकते हैं, हालांकि किसी भी समय प्रणाली पर केवल एक सक्रिय सैंक्शन मान्य होगा और अप्रयुक्त शेष राशि आगे ले जाई जाएगी।

यह 259 करोड़ रुपये की स्वीकृति पीएम-जनमन के अंतर्गत चल रहे परियोजना चरणों से जुड़ी है। इससे पहले मार्च 2024 में 126.70 करोड़ रुपये, मार्च 2025 में 180 करोड़ रुपये तथा मई 2025 में 1 करोड़ रुपये की प्रतीकात्मक राशि जारी की गई थी। नवीनतम मंजूरी के साथ छत्तीसगढ़ को ग्रामीण संपर्क योजनाओं के लिए पीएम-जनमन के तहत केंद्रीय सहायता 500 करोड़ रुपये से अधिक हो गई है।

मंत्रालय ने छत्तीसगढ़ सरकार को निर्देश दिया है कि निधियों का उपयोग योजना के मानकों के अनुरूप शीघ्र किया जाए और वित्त मंत्रालय के उन निर्देशों का अनुपालन सुनिश्चित किया जाए, जिनमें सभी SNA खातों को बंद करने तथा अप्रयुक्त केंद्रीय शेष राशि को भारत की समेकित निधि में और अप्रयुक्त राज्य शेष राशि को राज्य की समेकित निधि में वापस जमा करने की अनिवार्यता है।

मंत्रालय ने स्पष्ट किया है कि वित्त प्रभाग की सहमति से जारी यह स्वीकृति छत्तीसगढ़ के आदिवासी अंचलों में संपर्क अवसंरचना को सशक्त करेगी और वहां की कमजोर वंचित समुदायों को महत्वपूर्ण सामाजिक-आर्थिक लाभ पहुंचाएगी।
