छत्तीसगढ़ शासन के लोक निर्माण विभाग ने बिलासपुर जिले के कोनी-मोपका बायपास के पुनर्निर्माण के लिए 59 करोड़ 55 लाख 27 हजार रुपए की प्रशासनिक स्वीकृति प्रदान की है। यह स्वीकृति वित्तीय वर्ष 2025-26 के बजट प्रावधान के अंतर्गत दी गई है।

लगभग 14 किलोमीटर लंबी इस सड़क की स्थिति विगत कई वर्षों से अत्यंत दयनीय थी। एनटीपीसी सीपत, स्पंज आयरन फैक्ट्रियों, कोलवाशरी और अन्य औद्योगिक क्षेत्रों के साथ-साथ घने शहरी यातायात का भारी दबाव इस मार्ग से गुजरता है, जिससे सड़क अत्यधिक क्षतिग्रस्त हो चुकी थी। नागरिकों एवं जनप्रतिनिधियों द्वारा लंबे समय से इसके पुनर्निर्माण की माँग की जा रही थी।

मुख्यमंत्री श्री विष्णु देव साय के नेतृत्व में राज्य सरकार द्वारा इस परियोजना को बजट में प्राथमिकता दी गई। मुख्यमंत्री ने स्पष्ट किया है कि अधोसंरचना विकास, विशेष रूप से सड़कों की मजबूती और गुणवत्ता, राज्य सरकार की सर्वोच्च प्राथमिकताओं में शामिल है। जनसुविधा से जुड़े ऐसे कार्यों में किसी प्रकार की ढिलाई स्वीकार्य नहीं होगी।

उप मुख्यमंत्री एवं लोक निर्माण मंत्री श्री अरुण साव के अनुमोदन के उपरांत, विभाग ने मंत्रालय स्तर से वित्तीय स्वीकृति संबंधी परिपत्र प्रमुख अभियंता को जारी कर दिया है। साथ ही निर्माण कार्य को समय-सीमा के भीतर और गुणवत्ता मानकों के अनुरूप पूर्ण करने के निर्देश दिए गए हैं।

श्री साव ने कहा कि निर्माण सामग्री की गुणवत्ता, कार्य प्रक्रिया की पारदर्शिता और निगरानी व्यवस्था में किसी भी प्रकार की लापरवाही नहीं बरती जाएगी। उन्होंने अधिकारियों को निर्देशित किया है कि संपूर्ण परियोजना की सतत निगरानी सुनिश्चित की जाए और किसी भी स्तर पर निर्माण कार्य में त्रुटि पाए जाने पर जवाबदेही तय करते हुए कठोर कार्रवाई की जाए।

इस बायपास के पुनर्निर्माण से न केवल औद्योगिक क्षेत्रों की आवाजाही सुगम होगी, बल्कि शहरवासियों को भी भारी यातायात से राहत मिलेगी। राज्य शासन का यह निर्णय आमजन की बहुप्रतीक्षित माँग के प्रति सरकार की संवेदनशीलता और उत्तरदायित्वबोध को दर्शाता है।

लोक निर्माण विभाग द्वारा शीघ्र ही कार्यादेश जारी कर निर्माण प्रक्रिया प्रारंभ की जाएगी। शासन की मंशा है कि यह परियोजना उच्च गुणवत्ता, पारदर्शिता और निर्धारित समय-सीमा के भीतर पूर्ण हो, ताकि नागरिकों को शीघ्र और स्थायी राहत प्रदान की जा सके।

The Public Works Department (PWD) of the Chhattisgarh government has granted administrative approval of ₹59.55 crore for the reconstruction of the Koni-Mopka Bypass in Bilaspur district. The sanction has been issued under the provisions of the state budget for the financial year 2025–26.

The condition of the nearly 14-kilometre-long road had deteriorated severely over the past several years. The bypass experiences heavy traffic flow from NTPC Sipat, sponge iron factories, coal washeries, and dense urban commuters, which led to significant damage. Citizens and public representatives had been demanding its reconstruction for a long time.

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government prioritized this vital project in the budget. The Chief Minister has emphasized that infrastructure development—particularly the strength and quality of roads—is among the government's top priorities, and any form of laxity in such public utility works will not be tolerated.

Following the approval of Deputy Chief Minister and PWD Minister Shri Arun Sao, the department has issued a circular from the ministry, authorizing the release of funds to the Engineer-in-Chief. Instructions have also been issued to complete the construction within the stipulated timeframe and in accordance with prescribed quality standards.

Shri Sao stated that there will be no compromise on the quality of construction materials, process transparency, and monitoring mechanisms. He directed officials to ensure continuous supervision of the entire project and warned that strict accountability and disciplinary action will be enforced in case of any discrepancies in execution.

The reconstruction of this bypass is expected to ease industrial transportation and provide relief to city commuters from the burden of heavy traffic. The government’s decision reflects its sensitivity and sense of responsibility toward the long-standing demands of the public.

The PWD will soon issue the work order and initiate the construction process. The administration aims to complete the project with high quality, transparency, and within the defined deadline, so that citizens may benefit from timely and long-term relief.
